Pagnchak-Roat (Roat) Men is a seasoned MEL Specialist and Researcher with over a decade of experience. He has a strong background in leading Monitoring, Evaluation, and Learning (MEL) efforts for USAID-funded projects, where he has developed strategic frameworks and generated evidence-based insights to enhance project interventions. Roat’s research experience encompasses over 10 projects focusing on socioeconomics, rural development, agri-technology assessment, and market research. He is skilled in data analysis, reporting, and translating complex findings into actionable insights for stakeholders. Currently, Roat is the MEL Specialist for the USAID FtF Cambodia Harvest III project with Abt Global. He holds a master’s degree in Community Development from Yeungnam University and a bachelor’s degree in development economics.
